CSA Ocean Sciences Inc. (CSA) has supported numerous infrastructure projects in southeast Florida and the Gulf of Mexico since the early 1970s and has expanded to international sites including the Caribbean, Central and South America, Africa, the Mediterranean, Gulf of Arabia, Southeast Asia, and Polynesia. Through a philosophy of careful selection of personnel and controlled growth, CSA has built an efficient professional team with the expertise to provide the most effective infrastructure-related programs for clients. These programs have involved permit feasibility/acquisition, baseline/environmental assessment, environmental management plans, impact monitoring, and mitigation/restoration activities. Examples of these activities include pipelines systems, submarine cable projects, artificial reef systems, offshore mining, and general coastal development projects. CSA has successfully developed and completed a diverse range of projects, including Liquid Natural Gas (LNG) deepwater ports, intercontinental submarine fiber optic cable systems, and Rigs-to-Reefs artificial reef programs.

CSA’s corporate track record has resulted in a reputation of reliable technical performance, unbiased project analyses, and scientific integrity. We have a long history of consistently providing objective information in relation to infrastructure projects that are environmentally, politically, and legally sensitive. This recognition has resulted in the award of thousands of studies since 1970, thereby giving CSA extensive experience with the management, logistics, and scientific aspects of complex infrastructure projects and the concomitant environmental studies.

Permitting Process Support

Many of our infrastructure projects have been multidisciplinary, multiyear, and multimillion dollar in nature, integrating biological, chemical, geological, physical, social, and economic data to evaluate potential impacts. CSA specializes in rapidly defining the permitting processes through permitting feasibility analyses, which help our clients reduce the void between permit submission and project startup. This gives our clients realistic permitting timelines and helps ensure that permits are obtained within the proposed schedule. Our excellent reputation for meeting project schedules and objectives while producing required products within strict time and budget control is reflected in our continuous success and growth. It is also reflected in the satisfaction of more than 600 clients, many of whom have contracted us for multiple projects.

Over the past 45 years, CSA has built an extensive network of expert international environmental consultants. Our teams have successfully completed a wide variety of projects worldwide for fiber optic cable companies, telecommunications firms, oil and gas companies, industrial firms, land development companies, engineering firms, port authorities, public utilities, law firms, and government resource and regulatory agencies. CSA has engaged and collaboratively developed international business opportunities with over 100 different consultants throughout East and West Africa, Russia, Southeast Asia, the Middle East, the Caribbean, and Central and South America. Using this network, CSA routinely represents international clients during all phases of a project—including the regulatory process (including negotiations with government agencies) and the development of realistic measures to mitigate potential adverse environmental impacts.

Infrastructure Permitting Expertise

Through our international collaboration with in-country partners, we evaluate international regulations pertinent to a particular project. Once this information is compiled, CSA designs cost effective and scientifically sound environmental programs; conducts comprehensive desktop and field investigations and rigorous data analyses according to strict QA/QC programs and under industry-compliant HSSE criteria; and prepares multidisciplinary reports and other deliverables in a time-efficient and cost-effective manner. We recognize that the combination of these abilities is critical for an expedited planning and implementation process for permit preparation, submittal, processing, and project completion. As a result, CSA has cultured long-term relationships and acquired repeat business with our international consultants and clients. Our infrastructure experience includes:

  • Permitting, desktop studies, and environmental analyses for 20 fiber optic projects.
  • Representing end-user (System Owner) and engineering procurement company (System Supplier) clients in the regulatory interfaces in the planning-permitting-construction and post construction monitoring phases of projects.
  • 45 years of experience in the environmental consulting field, with particular strength in permitting projects and conducting Environmental Impact Assessments (EIAs) in the marine environment.
  • In addition to fiber optic projects, CSA has provided in-depth, field effort-supported desktop studies related to a diverse suite of marine construction activities: telecommunications cables; electrical power umbilical cables; oil and gas exploration and production; oil and gas pipelines; upstream natural gas liquefaction facilities; and liquefied natural gas (LNG) deepwater ports.
